The library offers access to IEEE standards through the IEEE Xplore Digital Library and also the entire set of 2009 ASTM Standards in print format (located in the REFERENCE section on the third floor of the library.)
For local building codes, try the New Jersey Building Codes website.
Codes and standards are also sometimes referenced and included as appendeces in e-books within the Knovel database, so you can try searching for a specific standard or code there.
